Mexico City sits at 2,240 m inside a basin ringed by mountains, so pollutants from millions of vehicles and factories are trapped and cooked into ozone by strong sunlight. Declared the world's most polluted city in 1992, it has since improved markedly through fuel standards, 'Hoy No Circula' driving restrictions and public transit, though ozone remains a problem.
